By Nat Brand (Len Fullerton) from Comic Adventures vol. V No. 3 (Soloway) the strip ran between 1942 and 1949. As no dates are given and we know there were 27 issues in total the best guess is that this issue is from 1945.
The comic itself looks as though a falling moustache hair would rip it -it is VERY delicate paper and the cover scan may look rough but the Mustek Pro gives good images and it actually looks worse! Before being suitable for publishing this would take a day to clean up. I present the raw scans here.
